Blue Cross can be a bit hard to deal with. I used to work for them and still have their insurance through the schoolboard. Generally Blue Cross doesn't decide what prescriptions you can have they just administer the benefits for Medco, or at least that is the way it is here.
I hope you can find something. If they think you are taking Effexor for mood, anxiety or anything like that they won't cover you because most individual insurance plans do not have any benefits for mental and nervous and they would probably assume that Effexor would fall under that even if it were for PCOS.
