I think that's something you'll have to figure out for yourself. Me, personally, I eat bread and pasta and all that stuff and all veggies and am fine, but I TRY to make most of my starches/carbs good ones--the whole grain varieties (although I LOVE sourdough bread!). And I don't eat as much corn or potatoes or some of the starchier veggies as often or in as big quantities as I would say, spinach, but I still eat it. i'm a moderation girl But I also don't think I am IR or anything, so i'm sure that affects how things are processed in my body. Some people seem to be able to handle eating 'regularly' while others have to make more of a diet shift to help them. Maybe you could try cutting out various items from your diet and see if it helps.

I also wanted to add--I've never really had much of a belly, maybe just a little pooch that no one really noticed but me...anyways, the only way that I got rid of it was by doing core exercise classes--kind of a combo of pilated and yoga--strengthening the core muscles. It was amazing how well it worked.
