i was also told as well as had read that African American children are a bit harder to place. My husband and I are both white but requested a bi-racial or African child, our agency did not have any special program for this but they are non profit and get funding from the state per child placed so for us its only about $1700 total (for fos-adopt), i would call agency's and just ask, they are usually pretty open and I have heard of some agency's specifically working to find homes for black children, there are non right where i live but there are some in the bigger cities so i would maybe do a search for one in your city and then to the bigger cities of your state. I hope you find a good place to go. If we adopt again i don't think i want the same social worker i feel like things are really slacking...
