when you adoption expires i think the fee is small to renew it you don't have to start all over you just have to have it updated.
also i would see about finding some local or fairly local social workers and maybe give them a call and see if your agency could send the a copy of your home study and maybe they have a child that fits what you are hoping.

Our home study was approved October 1st 2008
Got called about a child in early November
Got placement December 27th 2009
as of July 16th 2009 were still waiting for our TPR hearing (September 10th)
Official TPR November 5th 2009!
