I think here in the USA each state has different guidelines on the amount of time a parent(s) have to go back on their decision. I think the highest I have heard is 72 hours. I understand your fear of having an open adoption. Yes, Russia is very expensive. And as I'm sure you know if you have certain criteria it can be even more difficult.
