I know how you feel! My scalp gets so itchy and flaky. In my pre-teens I used to be able to wear black shirts with no problem but now I feel so embarrassed by the dandruff and Head and Shoulders didn't seem strong enough to get rid of it for me.
What I've started to do is use Selsun Blue twice a week and use my normal shampoo the rest of the time and it seems to be helping. I find that with Selsun Blue it is still a little bit itchy but it is not nearly as flaky as usual. You can also get Selsun Blue Naturals and Selsun Blue for Normal to Oily hair.
