I lost weight (still losing) eating around 100 carbs a day..all with sugar free foods, or low sugar fruits and veggies, lean meats (sometimes a steak though) and whole grain bread products in limitation. When I crave milk, I drink one cup exactly. Just enough to get the craving out of the way and fulfill my bodies need. I drink plenty of water and sugar free drink mixes to keep me hydrated. Once a month or on a holiday I eat more carbs that I would usually, but I try to stay under 300 (that's such a big splurge I think I'm in Heaven every time) I plateaued for about two months recently and I just started losing again.
