If you have cysts and no period, it definitely could be PCOS. Even if your hormones are in the "normal" range, they may be at the far ends of that, or your LH/FSH ratio can be off (even though both #s are in the normal range).
I think I would probably try another doctor and see what they think. Either way, a full work up is in order to figure out what is going on. It isn't normal to skip periods.
