I've never been to a counselor so I can't answer that question (as well as each country you adopt from has different requirements).
I did have to have my dr. fill out a medical form & she didn't say anything about PCOS. I'm sure each medical form is country specific (mine was even agency specific!) so you should try searching online for the Russian or Ukraine requirements.
