a girlfriend of mine had the same problem... she said she got the cream for it on ebay about a year ago. She hasn't tried it yet though because she got pregnant shortly after buying it.
you can do a search on ebay for anal bleaching or skin bleaching cream, it's around 20 dollars. Also if you search google for anal bleaching there is quite a bit that comes up.
Sorry i couldn't give you more detailed info, i don't know much about skin bleaching...
