I don't know if this applies all around the world, but not all doctors are 'registered' to deal with IUDs at my practice. There is only the one doctor who has taken the courses or whatever they do and if anyone has wants anything done with an IUD they have to see her or find another doctor at another practice.
So in that instance they would refuse to deal with it, and its probably best for the patients safety too.
