You might want to try going to pubmed and running a search on:

That will return PCOS studies that have been done by institutions in her state. Most of the studies will have the doctor and hospital information. Just shoot them an email to see if they see patients, or can recommend someone in her area.
Is she near Phillly - lot's of options there.
