Default Is there a way to reduce the skin's sensitivity to testosterone?

I recently read an article about PCOS excess hair and hormone levels ( I wish I could find it) The article mentioned that excess hair could be caused by the skin's sensitivity to testosterone and not anormal hormone levels sometimes. It also went on to mention that that was highly treatable but then didn't go on to give any suggestions as to how that could be treated. Has anybody here treated this problem?
