Default Confused about insulin resistance

I was diagnosed with PCOS about 6 years ago, I still have a hard time losing weight and constant cravings for carbohydrates. I just learned my hemoglobin H1ac is 5, and my fasting glucose is in the 90's, does this mean I'm not insulin resistant and should not be taking metformin? Or does this test not necessarily prove that even if I have all of the symptoms?
