Whether you have cysts or not is not a matter of opinion. Either you have them, or you don't. Based on what you wrote, in the body of your post, it sounds like both doctors said you have cysts.
Cysts are not typically the 'cause' of the majority of pcos symptoms. Cysts (from pcos) ARE a symptom. As Fairy pointed out, not all women with pcos have them.
