You could always work toward being a foster/adopt parent. In many states, foster parents have the first choice to adopt the children if the become adoptable. You are more likely to receive younger children.
You do have to decide if you could handle the children going back to family after an extended stay with you (as you WILL get attached). They may be with you for a year or more and then be returned to someone in the birth family.
We were very fortunate to adopt our first two foster children. I would say we were the exception to the rule. I truly thought we would have children come and be returned, we were hoping that within the first ten children we would have the option of keeping one.
All I can say is our children were brought specially to us, it was a God thing. They couldn't be more perfect for our family.
