Default Best make-up

The best make-up for this by far is Dermablend. This make-up is waterproof and can even be used to cover up tattoos. I've been using it for about 7 years, and wouldn't switch for the world. It comes in 2 formulations: a very heavy, putty-like foundation, and a lighter liquid. I used the putty kind until rather recently, when my hair growth had recessed enough to switch to the lighter kind.

And, may I say, don't be put off by slow results from laser hair removal. I had very dark, thick, full facial hair since I was 11. I did 2 years of electrolysis in high school, and got very little if any result, which was very expensive, painful, and discouraging given that I went every week for 2 years. Then, 2 years ago I decided to give laser a try after a good friend of mine had stellar results. It probably took about 6 or 7 treatments for me to see a significant, discernible difference (the face is the hardest part to treat apparently). I have been to 2 different providers in 2 different states with 2 different lasers. But the time and expense has been well worth it. Now, what little hair I do have left is thin and blond. After 20 treatments, I have had upwards of 90% reduction (and climbing). You have no idea what an amazing feeing it is to look in the mirror having not shaved in a week and see no hair unless I look closely in the right light. Not to mention how amazing my skin now looks (I had horrible folliculitis). Yes, it's expensive (I've spent about $3k so far), but when I think of all the stupid things I've spent money on, this seems like pennies given the return on investment.

Good luck!
