As a teenager I used tea tree oil on my spots and while they didn't disappear completely it certainly helped with I guess the 'inflammation'.

Have you gone to a dermatologist? I went when I was a teen, and I was given an oral antibiotic (tetracycline), plus a couple of different creams--a benzoyl peroxide cream, plus Retin-A. It never fully cleared my skin, though, probably because my issues were related more to hormones than bacteria.
What's been working for me lately is the Nutrogena Stress anti-acne line. I use the cream cleanser, the scrub, the toner and the gel treatment. So far, I've had really good luck.
I've also had good luck with Lush products. The Herbalism cleanser really cleared my skin up, and I've heard that their Coal Face cleanser is great for acne and oily skin, too. I bet it has similar compounds to what Eva mentioned.
Good luck!
