I lived in VA beach for several years, and it has been a few years since I've been back, but I did spend a LOT of time in Nags Head. It's absolutely beautiful, and you'll love it, but not a lot in the way of amusement parks or that sort of thing, if you're looking for something to entertain children. There are quite a few different outdoor activities that you can do, and companies that will take you on tours, kayaking, etc... There are many attractions, you can go to, the lighthouse at Cape Hatteras, although I doubt you'd want to climb to the top with a baby. Ocracoke is a tiny little island that you need a ferry to get to. It is rumored that Black Beard's treasure is buried there, and it's a neat little place to go to. There is the museum at Kitty Hawk. Sand Dunes to play on. An outlet mall. It's a really fun place, but I'm not sure what there is that would entertain a little one, sorry.
If you want to go farther on up to Va Beach, about an hour and a half, give or take, there are marine science museums, smaller amusement parks, etc...
