I don't really have this problem, but my 16 year old sis does. She always has, from a small child. It really started to bug her about a year ago. A friend pointed it out to her in front of a whole group at church and she's a been a little embarassed about it since. She did ask a doc about it recently. There was a specific name for it, but I don't remember what. She was given some lotion that cleared it up. I don't know what it was called. I'll try to remember to ask next time I talk to her. After that, she was just told to keep the area really well moisturised (my dad's kids all inherited his dry skin) and exfoliate gently about once a week. So far, it seems to be working.
When my skin gets really dry, I do sometimes seem to start getting this, but a few days of extra attention to moisturising and exfoliating seems to do it. Lush's Buffy the Backside Slayer works for me.
