Default anyone in Texas?

I was made aware of two possible BM's in Texas today. they are not with an agency. a friend of mine knows thier counselor who is trying to help them place.

does anyone know anything about adoption in Texas? the things i would like to know are this...

1. is texas a state that requires you to work with an agency?

2. can i finalize in texas or do i HAVE to do the whole interstate compact thing.

3. how long is the stay if you do have to do ISC?


we are hoping to do an independant adoption if either of these situations work out. we do know of a lawyer here we can use. but i would like to know if it would be possible and/or better to just find an attorney there and do everything there.

any help (or even oint me in the right direction) would be great.
