I would personally not start clomid without having a full period first.
The reason for inducing is 1. to have a fresh, clean uterine lining for a baby (not SUPER important as women can and do get pregnant with spontanious late ovulations and do just fine) and 2. more important, to make sure you are not trying to induce ovulation while your body is waiting on menstruation.
If you were on CD18 and had not O'ed, and took clomid, it might work. But say you were on CD30, figured AF was never going to show and just started clomid... not knowing you had actually O'ed 4 days ago so your body was in a progesterone state... the clomid would not be able to induce ovulation because the progesterone in your body would be preventing ovulation.
I would give the provera a few more days. If no AF by 14 days, call your doc... they may want to do a scan or blood work and then tell you to just start the clomid or give you some other course of action.
