Cholesterol meds (like Zocor) can cause numbness and tingling in the extremities. My mom had it in her legs after starting a statin.
I wonder if the nerve conduction tests were able to rule out a herniated neck disc, which is a common cause of your symptom.
Something else to be evaluated for is hypothryoidism which can also cause this. Since you have PCOS you are at an increased risk for hypothyroidism, and you need a full evaluation if you haven't already (not just TSH and T4, the usual screening tests, but also free T4, free T3, and a TPO antibodies test).
If it is a herniated neck disc, taking antiinflammatories could help, so that would be worth a try to see if that reduces or eliminates this. Accupressure or accupuncture may also help, so you might look into seeing a chiropractor or a naturopath.
While a vitamin b12 or b6 deficiency can cause numbness or tingling, so can too much of either of these vitamins.
Try sleeping on your back (avoiding sleeping on your arms), and make sure your arms are not at or above your head.
