so confused

what is the best laser to use to remove facial hair that is dark (some is thick and coarse (on the chin area).. while others are much finer but still kind of dark (neck, jawline, sideburn area) and noticable-especially when wet)

ps: i also have some fine blonde fuzz all over my face and neck (i know laser won't work for that) but will anything work to get rid of that?
