First of all - So sorry to hear about your tubes being blocked!
I had an HSG a couple of months ago - it was extremely painful and I was extremely stressed, and none of the dye flowed through one of my tubes - it appeared to be completely blocked. The doctor who performed the HSG explained that sometimes the uterus has spasms and tubes appear to be blocked when they actually are not.
I signed up for a study (my RE is at a large university teaching hospital so lots of research going on...) where they did a procedure similar to an HSG but using MRI instead of an ultrasound. This was a few months after my initial HSG, and while it still was quite painful, I was still stressed, etc... it showed that both of my tubes are open! So apparently it was a spasm during the first HSG.
I know that was only my experience and I guess I was lucky to be able to have the repeat procedure, but maybe you could ask your doc if you might have been having spasms. Maybe you could get another HSG to confirm... they're unpleasant, for sure... but probably better than surgery!!!
