Default Burning, scaly red skin?

Ok girls, help me out here! I know women with PCOS seem to be plagued by every sort of skin condition out there.... about 6 times a year the skin on my face, under my mouth, basically my chin area gets red. It feels strange to the touch, not raised really, but rough. It BURNS! You would think it would itch, but it stings/burns. That lasts for about 24 hours after it turns red and then the burning goes away, the red lessens... then my skin looks flakey like scales! It's bothersome because it's so noticeable so I scratch at the skin to get rid of the flakes, but it's just so weird. It may not have anything in the world to do with PCOS, but it seems like everything else I suffer with is related, any ideas??
