Going all organic isn't a necessity, but following a healthy low/healthy-carb diet is. One option, however, is to look and see if you have a food co-op in your area.
Local Harvest is a website that can point you in the direction of groups that allow you to get locally (and often times organically) grown produce and dairy products. Sometimes you just pay a set fee every month and others they require you to donate time by working on the farms (which would, in turn, offer a good option for some exercise!). I realize it's the dead of winter in most places right now (I'm in FL so it doesn't effect me as much lol), but it could, at the very least, be a viable option once spring rolls around.
Otherwise, just make a point of making the best choices that you can afford. I know how hard this is, as I've been out of work for 3 months and my husband and I have been scrounging ourselves. Get healthy, lean cuts of meat when they are on sale. Our local Albertson's regularly has sales on boneless/skinless chicken breasts. When the prices get to a certain level, we stuck up by buying 10-20lbs worth of chicken. I then seperate, season and put 1 night's worth of chicken into zip lock baggies and freeze them. Try to cut back on unhealthy carbs, which (in my opinion) can be really hard when you have a small grocery budget. If all else fails, until you're able to bulk up the grocery budget some, practice strict portion control and just make sure she's getting more proteins and veggies than carbohydrates. Incorporating salads is a great way to do this - especially if you serve it on the same plate as the rest of the food. I'll usually make sure the salad takes up a good half of the plate, leaving much less room for whatever carbohydrate we're having.

and we have been trying to get exercising but there is not really enough money to be able to get a gym membership or something of this sort and she thinks that there is nothing that we can do inside the apartment that would benefit her in anyway.. can anyone give any advice to various exercises that can be done in a limited space.. and running outside would seem like an obvious answer but it is the city and its currently -22 degrees C outside lol

Well, first - if you guys have a subscription to netflix - they have many exercise videos that you can rent. Since there's no return date you can keep them as long as you want and when you're done, swap it out for something new. You can also find sources online that provide free exercise videos.
Spark People is one such site, and they will actually help you figure out an exercise plan that utilizes what you have in the house. Many times you can get a good workout with nothing more complicated than a chair, a bath towel and some cans of vegetables or soup. Even simply putting on some music and creating your own workout routine will work. I did this ages ago - worked out in the confines of my bedroom even. All I did was turn on a good radio station and went to town. I did things like walked/ran in place, crunches, Tae-Bo and Yoga routines I'd found free online, etc. Everything was done in a space about 8 feet long by 3 feet wide.
You mentioned you were in an apartment - does your complex have a gym for residents to use? If so, you can definitely take advantage of this. I know there's usually a fee - but normally it's a one time charge for the key, which you get back when you're done and turn the key in.
Another option is finding someplace indoors where you and your wife can go for a walk. This is going to sound totally 80's, but the local mall is a great place to at least get yourself moving. I remember back in the day they used to have mall-walking groups, but there's no reason that you and she can't go and speed walk around the mall for a good 15-30 minutes. It's not much, but it'd at least get you moving.
