Question clomid/femara & estrogen question

Am I right in thinking that clomid and femara both work by lowering your estrogen levels?

But what if your estrogen levels are way too low to begin with? Does that mean clomid or femara will not work for you?

I'm confused.

My doc told me that because I already have estrogen problems, she will most likely supplement clomid or femara with estrogen... so I guess sometimes that's how they deal with the issue. Sorry I can't be of more help in terms of explaining the how's and why's of it all!
