I think what your doc is saying is that your TSH is close to the new upper lab range (many docs will use the lab range to determine if treatment is necessary). The old range was 0.5-5.0, and the new one as of last year is 0.3 to 3.4. So your doc may be saying that your TSH is close to 3, and if it was over that he would consider giving you medication. So many docs use only the TSH to diagnose, but there are other more important variables (symptoms, T4 and T3, and for some a TPO antibodies test)
