covering it up

I do not have bad acne but I do have acne scars on my face. I use Loreal mineral foundation to try and cover it up but it shows all my dry spots. Also I use clean and clear morning burst and clean and clear acne scrub but is not working entirely! I really want to try Proactiv but I do not think I can afford it at the moment. Any one have any suggestions on what to use and where to get it?!

The Acne Free brand of face wash, toner and moisturizer I have heard work as well as Proactiv and the set can be found at Wal-Mart and Target for $20.
