OK, so it still shows in CP as my current avatar, but it still hasnt shown up on the board. I went to re-save it incase that was the problem and it is saying upload of file failed. Which is crazy cause I can see it on the avatar page!
eta: so I did the whole thing over again. It uploaded image, showed pic in CP, but still doesnt show up on the board. sigh.

ETA: I tried uploading from my PC and from photobucket and both show the PCOS ribbon on the message board.
