I finally got so frustrated not being able to pluck my chin and neck hair. It was painless, and my skin is smooth. Am I going to have a 5pm shadow for this?
What are your experiences? Dare I try it on the region around my belly button or will this lead to rashes? I pretty sensitive skin.

So I take it you've bought an electric razor. What make and model is it? If you're using it on your face you really need a men's-style model and to a certain extent you get what you pay for. Use it frequently -- the shorter the hair is, the better the result.
Some models shave better than others -- the Norelcos leave the cut hair just below the surface of the skin. Most people also find them the least irritant, though like everything else it may take your skin a little while to get used to it.
Don't use any men's-style electric razors on any hair over about 1/16" long. Trim it close before shaving it. Once you've trimmed the hair down to that you can certainly use it on any part of your body. Again, the Norelco/Philishave men's models are generally among the least irritant.

I have done, though I don't nowadays. The results can be excellent, but there's an important proviso -- men's-style electric razors are designed for the face and they're generally useless with anything longer than very short hair indeed. Nothing longer than about 1/16" or they'll choke on it or tug at it. So for using it on your legs you really need to use a "beard trimmer" or something similar to remove the hair and then go over the now all-but-bare area from which the hair has been removed, using the razor merely to remove any slight traces of hair remaining. The things that are sold as electric razors for women generally have a long sidebar cutter (or sometimes two) to trim off the long hairs and a foil head to cut the short hairs remaining -- a good idea, but they all seem to be very poorly made. The more expensive men's razors are very well made, but they don't have very good sidebar cutters, in my experience.
Nowadays, I have to confess, I don't shave anything but my face. All the other hair is normally covered anyway. Only my dh sees it and he rather likes it, so I don't have any reason to remove it :-) But I still have the Wahl beard trimmer so I can use it and the Norelco in combination if there's some special occasion.
I recently bought a norelco quattro, and am pretty happy with it. I primarily bought it to use on my chin/neck. I used to shave this area, but no matter how good quality razors i bought, i still got stubble/irritation/red marks. It took a week or so to get close results using the electric, but i'm happy with it now. Only takes a minute or two and can use it in the morning, even do a quick touch up if i'm going out at night with minimal irritation. I even started using it on my face, also with very little irritation. I used to use facial nair on my face, but it always looked stubbly growing back in and irritated my skin for days even though the hair on my face is mostly blonde. I've tried it on my chest and abdomen, does'nt get as close on my chest as i'd like, but may improve if i used it more often. (warning, thought it was gentle enough and tried to get the strays near my nipples, but was extrememely irritating and i broke out horribly, never do that again). Mine has a flip up trimmer you can use on your abdomen, etc, areas where hair is longer, and without irritation. Good luck.

The Norelco's the most gentle razor you can get -- but never try to use it on any hair that's longer than 1/16" -- because it'll tug it and cause irritation if you do. I've never found the trimmers on the Norelcos much use -- it's my one complaint about them. But you can get a "beard trimmer" for a few $$$ that will cut longer hair very close and you can then use the Norelco on it. I've found the secret is to shave again as soon as you feel your face losing its smoothness -- you'll notice it long before anyone else can see or even feel it.

I have big skin issues too -- very easily irritated -- but the Norelcos have never been a problem that way. I reckon the great thing is that my insecurity about facial hair is gone -- I shave in the morning and that's it -- no-one I deal with at work is going to see my moustache or beard growth. If I'm going out at night I'll shave again before I go out, for my own peace of mind. But I know that long before anyone else can see or even feel anything I'll feel my skin beginning to lose its smoothness. A problem under control isn't a problem any longer and that's the way moustache and beard growth is as far as I'm concerned.
