I know it's very hard to talk about these kinds of things at 17, but try not to be embarrassed. You're very anonomous in here, and your question is very normal -- no one thinks anything of it.
I can't really speak to PCOS as I'm very new at it. But I'm definitely insulin resistant as I'm a type 2 diabetic. IR can definately dampen your sex drive over all, and it can make it very hard to reach orgasm with a partner even if he's doing every really right. And no amount of masterbating is going to do you any harm. In fact, it's good for relieving stress. So don't worry at all about that.
I've found that a 30 minute walk three times a week really cranked up my libido -- maybe give that a try. There's nothing that it could hurt and a lot of things it can help.
