Default Fostering before adoption

Probably some of this won't be relevant to the Americans among us, I just wanted to know, has anyone decided to foster before adopting? i don't mean a foster-adoption, I mean being a foster mother and then adopting a child (not the one fostered)
Please let me know if that doesn't make sense,

Hubby and I have been TTC for 3 years and no luck yet, so we decided that until we have a definite answer one way or the other on conceiving naturally we are going to foster. If at some point in the future we are given a definite No on our chances of a natural child, then we will start the adoption process. We're going for short-term fostering to begin with

We were going to foster but decided on adoption from foster care instead lots of people do it. We love our three boys who we have had for nearly 14 months now. Good luck and being a foster parent is a great thing to do for kiddos who need a safe place for a while.

We were going to be foster parents back like 10 years ago but the agency we were with only had teen age boys (14 -15 year olds) and I was very young and didn't feel that I could handle a teenager at my young age (21). They did ask a few times about younger sibling groups but always called later and said they found someone else.

We were never placed with them.
