Default FSA/HSA in KY

Does anyone have a Flexible Spending Acct/Health Spending Acct. in KY? I am a teacher in KY and have my husband's insurance, so I put the state's 'insurance money' into this account. I have a Humana "flex card" I was wondering if anything like this could pay for insemination... the covered expenses include "physician's fees." Does anyone have experience with this? Any help would be appreciated.
