When we did our homestudy they only wanted to see that we had the room for a child. we at the time were living in a 2 bedroom condo. about 1000 sq feet.
i think different agencies have different requirements. keep calling.

Many people we adopted with rent condos or apartments and they were approved.
I don't think I've ever heard it's a requirement to own and not rent.

The DHS in my state says they don't care if you live in an apartment, rented trailer, or rented home...as long as you have a room for the child (or at least 2 seperate rooms if adopting 2 or more of the opposite sex) then that's fine.
They prefer that each child have their own room, but if they are of the same sex, will allow you to let them share a room.
