Basically, you've got to get your hormones right first, or nothing is going to be permanent. Electrolyisis is more permanent than laser, but doesn't work well when the hair has previously been plucked. If you've been plucking for years you might find better results with laser which is very much quicker and somewhat cheaper. Laser works best if your hair is dark and your skin light. Laser relies on the difference in color between your hair and your skin.
However you must get the hormones sorted out first.
You say you're most concerned about your face. That's understandable, since women are expected to have to shave our legs. But if your hormones are in the male range, then the moustache and beard growth is going to come back, no matter what you do.
For myself, my hormones are still in the male range and I'm quite happy shaving, using a top-of-range men's electric shaver.
