When that person makes a post, click on their name and the drop down window will come down, click on 'Add XXXX o your buddy list'. That will send them the request and hopefully they will accept it lol! I think you can also go to your cp panel and on the lower left (way down there) you will see buddy request or something, you can do it from there also.
