If I do an International Adoption how do I go about getting the child a social security number (card)? Is it possible to apply for it while you are still in the foreign country or do you have to do it when you get back to the U.S.?
I don't really know but my guess would be that you would have to wait until it was final to get one.

You have to wait until you're back in the country. You would go to Social Security with your childs foreign birth certificate & the paperwork that he/she is legally yours. You shouldn't have any problems but some have & have had to wait until they readopt & have a state birth certificate.

Thanks that's something I was a little curious about I'm trying to decide which way would be a little easier to adopt domestic or international. My SIL is from Guatemala and my dbf is from Liberia, West Africa and I of course am from the U.S. Everyone has there own opinion on where we should adopt from!!!!
We didn't have any problem getting our son's SSN, just a cranky old bat at the window that everyone had to put up with. I took him about a month after we got home. We took only the paperwork the SSA website said we needed, and wound up returning home to get the rest. Even though the SSA website says you only need specific things, take it ALL because some of their employees don't seem to know the rules and will give you a huge hassle if you don't have whatever their whim requires along with you! We received Sam's certificate of citizenship super fast, so I took it as proof of citizenship, but the lady at the window was cranky and insisted I show her his original adoption papers (which she couldn't even read because they were in Spanish, which is the whole reason I didn't take them in the first place, but whatever) and his Colombian passport with his US Visa in it. Once I went all the way home to get those and bring them back.. viola, there was someone else at the window who assured me they were not necessary!
When I take Isabelle, I will take every piece of paperwork they had to me in China, and if I get the same cranky old bat I'll just plop it all down in front of her and see how her Chinese skills are!
(Sorry, I know I sound very rude, but you should have HEARD how this woman talked to me! She literally accused me of smuggling my son into the country! All because I had a CERTIFIED translation of the adoption documents instead of the original Spanish version! When I tried to politely explain to her that according to the social security administration website I didn't need ANY adoption papers since I had all his citizenship proof and a birth certificate with my name on it, she went ballistic! I left that place almost in tears, and I'm usually more the kind of person where if you start telling me off for no good reason, you're going to get an earful, but this woman was just cruel! My only explanation is that she was just a bigoted old bat. I saw other caucasian people having no problem with her.. except the lesbian couple who were trying to find out how to get a SSN for their unborn baby!)

You could always print out the SSA page that says what you need to bring I've done this w/ other things & once they see that I have proof, they change their attitudes Of course, some people will just never change the way they are!
