All that means is there haven't been any complaints filed against them. It is a good sign that they are a good agency with all their ducks in a row. The best thing to do is to call the agencies you are interested in and ask them the same questions (come up with a list of things that are important to you to know...fees, what are the fees for, how many children placed each year, what is the wait time, how does the process work, etc). I found our agency to be the one I was the least interested in on paper, but once I talked with them they were awesome! I would be leary of any agency that doesn't willingly share information with you.
