IR is more a precursor to type II. When your body starts to become resistant to it's own insulin, it senses the high blood sugar level and releases more insulin to counter the blood sugars, inturn making the body even MORE resistant to it's own insulin. This extra insulin release also results in high insulin levels in the blood (hyperinsulinemia) which makes gaining weight REALLY easy.
IR can usually be controlled with an oral hypoglycemic agent, such as glucophage/met. Since your mom is officially type II she probably wouldn't respond as well to glucophage as you would, in that you do still respond to your insulin, just not as well as you should.
But, type 2 is essentially IR in a really severe form...it's just if you're diagnosed with IR, it's a precursor to type 2.
