I did send that strong letter off by snail-mail along with the wrong certificates. But I also sent them an email as a heads-up.
Below is the thread, in chronological order of what's been transpiring. Our tax dollars hard at work...the stupid manager who replied can't even spell!!!!!!!!!!!!!!!!!!!!
----my first email to the DOH-----
My name is Robin E Reyes. I requested several certified birth and marriage certificates on 2/05. I also requested several apostilled copies of each.
Instead of receiving MY birth and marriage certificates, I received birth certificates for someone named Anthony Barotta and marriage certificates for Gianluca Corsi!!!!
Please send me the correct certificates and overnight them at your expense. I originally paid for rush service. I feel I should not pay again or any more money to get the proper certificates to me.
I've mailed back the erroneous certificates today.
Please help. Those certificates were urgently needed over two weeks ago, now it's imperative I get them immediately!

Dear Mrs. Reyes,
This is in reply to your e-mail on February 23rd in regards to receiving someone's birth/marriage certificates:
Please except my humbly apology but the error occurred in the Bureau of Notaries office in Tallahassee not the Jacksonville's office. I spoke with a representative in Angel Granger office of Notary in Tallahassee at (850)245-6053. Your documentation was sent to Mr. Anthony Barrotta and Gianluca Corsi by mistake. The Vital Statistics office in Jacksonville is willing to re-issue your corrected copies but Tallahassee's office want to wait until the certificates are returned. I left a forwarding message for Mr. & Mrs. Corsi regarding your marriage certificates. I'm cross checking our database to see if a request had been taken for Mr. Anthony Barotta in this office. Please contact Angel Granger office to get this matter taken cared. If they need to replace your certificates have her (Angel Granger) contact the State office in Jacksonville. ok

Thank you for the apology. However, passing the buck or blame isn't my problem. I am not going to contact the Bureau of Notaries office. I sent my request to the DOH and that's whose address was on the return envelope that enclosed the wrong documents, including a note from Ken Jones. I did not make the mistake and I should not have to chase people down to get someone to fulfill my order and send me my documents. I don't care who made the mistake, but I expect the DOH to complete its business with me. The DOH can go after Tallahassee, but the fact remains I need my documents immediately!!! I sent the certificates back yesterday, via Priority Mail to Jacksonville. I expect immediate satisfaction, without ME having to do any further legwork. It's not fair to punish me for something someone else did. Please, send me my certified birth and marriage certificates and stop giving me the runaround.

**Note, I did receive the proper apostilled copies on Monday, so I can finish up my adoption paperwork without the certified ones. But now I'm on a mission and am inching closer and closer to calling the TV station. What BS telling ME to do this and this and this to fix it. Sorry, NOT my mistake!!!!!!!!!! If this were retail customer service, I'd have that Evelyn chick fired. Not to mention fire the person who mis-mailed all the documents.
oh my goodness - first congratulations on being persistent and winning! Second - how scary that they mailed your birth certificate and marriage license to other people. Hopefully everything will turn out ok, but with all of your personal information listed on those documents I hope nothing bad happens. I would contact someone (don't have any idea who though) to make sure that something gets done about this!!!
