BCIS (formerly INS) also accepts photocopies of originals. You just have to sign a form that says you affirm it is a true copy of the original. They reserve the right to request an original, but I've never heard of them doing so.
We're finishing up our homestudy and dossier for Colombia and we've used only 2 of each. We gave photocopies to BCIS and the adoption agency, 1 original of each to the hoemstudy agency and 1 orinigal of each to Colombia in our dossier.
Also, if you need to get passports, you'll have to bring originals when you apply, but they don't keep it, so no need to get an extra one for that.
