You could try epilating, but if you have really sensitive skin on your chest the results could be bad. Very very bad. I can attest to this from experience.

A lot may depend on where the hairs are -- whether on the areola or on the main body of your breasts, away from the areaola.
There's also a potential difficulty if your breasts are tight together, making access to some of the hair difficult.
If neither of these pose problems, then the best answer is to trim them as short as possible and then use a men's-type electric razor -- the Philips Norelco ones are very gentle and do a great job, but the hair must be really short for a start before you use them.
I'd still try using that on the areola, but many women have somewhat bumpy areolae which makes it more difficult to get all the hair. I would never consider the possibility of using a blade razor anywhere near a nipple, but those rotary electric razors can't cause cuts to skin at all.
I use an epilator, and it works ok. The pain gets better with time and thank God somehow the hair doesn't grow back as fast as my chin are or even my legs. The epilators on the market keep getting better too, so they catch smaller hair.
You can try waxing too. I've done both. And I make sure I look after the skin too. Most products I use for my safe, I use on my breasts too. Make sure you exfoliate regularly with a gentle product! I personally use natural products, they tend to be better.

So much depends on the individual, the size and shape of the breasts, where on the breasts the hair is growing, how coarse the hair is, how her hormonal balance compares with the normal balance typical of most females and how old she is -- all facts which only the OP can tell us.
I personally am having electrolysis done on my nipples. I originally had it done every week, then every two, and now am at every 3-4 weeks. It is a slow process... takes about a year to a year and a half and then those hairs that were treated are gone forever (but with PCOS new ones will spring up!). I personally love electrolysis and in my area an hour is $52. My treatment sessions are 15 minutes each. I had tried shaving and plucking the area but got tired of doing it....

I had laser hair removal done about five years ago. It worked and they haven't come back. As I recall, it was about $100 per treatment (and I think it took about 3-4 treatments). Anyway, the nurses are used to doing it, so there really isn't any embarrassment to deal with it. I'm glad I did it.
I agree that laser hair removal would be the best for nipples if you don't want to shave. I have found that if you choose to shave the schick intuition is the best to do so.

I have the same problem around my nipples. I can't afford lazer hair removal right now but I wax every once in a while because the hairs are hard to tweeze. The wax I use is called Surgi, it works really well. Clean the area with a quick swipe of rubbing alcohol to get rid of any moisture and put some lotion on afterwards. Good luck!
I have this same problem and have just been trimming them as short as possible. Even thinking about shaving or waxing hurts - I just cannot imagine doing that on my nipples and I have waxed or shaved just about EVERYTHING at one time or another. I am not sure if those creams would work because the hairs are so coarse....

i also have hairs on my breasts, i dont get them on my nipples just on the main body of my boobs. I am just shaving just now as it is quicker but i am saving up for electrolysis as a long term option. i have tried tweezing them but i would find that i would sometimes get ingrown hairs and then i would have to break the skin to get the hair out and it would leave me with scabs, not a very pretty sight! lol
There is something called a Tweeze that works well. It's a battery powered tweezer. It hurts, but at least it's fast. It works great for my chin too. I still want to get laser treatments, but right now I can't afford them.
