It's American, I believe Ronald Reagan "approved" making October 15th the offical Pregnancy and Infant Loss Awareness day during his presidency, but there are still some states (Texas specificially comes to mind) that do not acknowledge it. (Write to Rick Perry's office about this, all you Texas gals!) I think New York just recently began acknowledging it.
