Default Pcos?

I have several medical problems (hypothyroid, arthritis, PCOS, infertility) and most recently found out that I am not ovulating and the "period" that sometimes shows ups is not really a "period" but "breakthrough bleeding", this is according to my RE. I had a fasting glucose and insulin test last week which revealed both to be normal. Glucose was 77 and Insulin was 5.5. My question is do I really have PCOS? I have most of the other symptoms and was diagnosed several years ago and in fact have always had a high insulin level until now. My other question is, I have been exercising 5-6 days per week and adhering to somewhat of a low carb diet...would that make my levels go back to normal? My RE has put me back on birth control (Yasmine) to help with my cycle and once we get that under control than we will go off and try clomid. I'm just a bit surprised by the blood test results. Anyone have any information that would be helpful? Thanks in advance!!
