Some women have elevated testosterone, some don't. PCOS is so varied, many of us have varied hormonal problems (my testosterone is elevated, for the record).
The other part of your question is somewhat true as well...Not only do some of us have too much testosterone, some of us can also be sensitive to it. One of the biggest problems with that is hair loss; men lose hair because their bodies are sensitive to their levels of testosterone, so for those of us with high testosterone, some of us might be sensitive as well.

Sex hormone hormone binding is what binds to testosterone. If its too low not alot of it is binding to testosterone it alowing it to move freely (free testosterone) into skin and hair follicles which is why your hair is falling out. Your "free testosterone" is probably high.
