Whenever i look in my user cp and i have received reputation points, instead of the bright green bar beside them, they now have a grey bar...why is this, and what does it mean?

They just opted to not leave a comment then. You can give rep with or without commenting. I often just give some rep for no reason really, just to spread it around. And usually, I don't comment either.

They likely aren't aware that they can't give rep points. Or maybe they just wanted to let you know that they were thinking of you...or maybe it was a newbie seeing what would happen if they pushed that forbidden button
