Thats what we are paying them for (to help us not be parents but to provide us with important information) and they have access to all our local resources.

That's a really good point. I've found that it also depends on the state as well. Even though we're adopting internationally, not only does our state requires post placement visits but the country requires them as well.
The strange thing is that I specifically remember from the Russia adoption show that I watched that they check up on you for 1 year after the adoption is final, it's already a requirement.
And I know that my HS agency specifically asked us as well as all our references how close family was, how often we see them, how we would incoorporate our child's heritage in to our lives (playgroups, classes, etc), as well as how we'd deal w/ delays & "not the perfect child".
Just like I think that DCFS in each state needs to take more responsibility for the children in their care (TX has a horrible record of children being abused/killed by people that are either foster or biological that they're watching), the international adoption agencies need to take responsibility for the children that are adopted from their countries.
And truly believe me, the HS should be weeding most of these ppl out b/c it's extensive as well as all the paperwork!
