Here's a link to a thread on the southbeach-diet-plan website that includes a ton of chili recipe that are OK for SBD. Most are good for phase 1 (they indicate this on the recipes).

I used to eat this one on Phase 1. I am pretty sure you can have everything in it on the first phase. Just be sure to check the salsa label and tomato label for sugar.
Chili
1Pd ground meat
1/4 cup of salsa (check label to make sure it doesn't have sugar. They do make it)
1 can (14-1/2 oz) diced tomatoes
1 can (15oz) kidney beans
2tsp chili powder
1/4 tsp garlic
1/2 cup chopped onion
1/2 cup chopped bell pepper
Kraft SBD friendly Shredded Cheese(Optional)
Cook ground meat in large saucepan until cooked through, stirring occasionally. Drain, if necessary. Add veggies and salsa and cook till tender crisp. Add undrained tomatoes, drained and rinsed beans, chili powder and garlic and stir until well blended. Cook until heated through. Stir in the cheese and serve. __________________

I found that I had to go into the organic section of my grocery store to get canned tomatoes without SUGAR or HIGH FRUCTOSE CORN SYRUP. GRRRR.

1-2 tsp olive oil
2 bell peppers (red, yellow or green), diced (optional)
1 medium onion, chopped
1 clove garlic, minced (or use pre-minced garlic from a jar)
12 ounces extra lean ground sirloin (or ground beef) (optional)
1 tblspoon chili powder (or more to taste)
1 tsp ground cumin
1 14-ounce can of diced tomatoes
1 15-ounce can of black beans, rinsed and drained
1 15-ounce can of kidney beans, rinsed and drained
1 15-ounce can tomato sauce
Heat oil in a large saucepan over medium-high heat. Add peppers, onion, garlic and cook until they soften. Add ground sirloin. Cook thoroughly until there is no pink left. Add remaining ingredients. Bring the mixture to a boil, then reduce to a simmer. Simmer for 30 minutes, stirring occasionally.
It was very yummy!
